 The proposed St. Clements Golf & Country Club project involves 456.06+/- acres of Bill Winsteads’ family farm, including property owned under the name Forest Oaks, Inc. There is an additional 16.11+/- acres owned by Steven Ferguson, which is also included in this project.

 
The land is currently being farmed and managed for timber production. It is comprised of rolling hills, open farm land and mixed pine and hardwood timber. A large stream flows through the    property offering the possibility of building a large lake. The rolling topography offers incredible views of the surrounding countryside and a multitude of prime building locations.
 
The land is located approximately 3 miles west of downtown Roxboro and one mile from the city limits. The future bypass planned around Roxboro should come almost to the property on Highway 57. It is located close to two major recreational lakes, Lake Hyco and Mayo Lake.
 
In December, 1993, The Planning Board and County Commissioners gave the St. Clements project vested rights for a period of 5 years. The proposed project consisted of a PGA golf course with a clubhouse, tennis and swimming facilities; various communities within the project to include town homes, patio homes, single family and retirement villas. Bill Winstead also received approval from the Roxboro City Council in December 1993 for water and sewer service to be extended to the project site. Bill Winstead has continued to work with Roxboro and Person County officials, as well as potential developers. In 2001, the Winsteads received approval from the Person County Planning and Zoning Department to develop the project with no time limits.
 
A golf course community is just one potential option for development of this property. Satterfield Creek offers an opportunity to build a large lake of 25+ acres and offer waterfront living opportunities and amenities. Lakefront residential properties at nearby Hyco Lake are rarely available and would offer the advantage of high value comparable sales nearby to support high end development. Other development opportunities would include an equestrian facility or upscale mini-farm type development. The Winsteads feel Person County would be very willing to work with a developer on any reasonable development proposal for the property.
